Nothing is charged now, and nothing is owed if the claim does not succeed.

VAT is charged at the Spanish rate (21%) because the service is supplied from Spain. The VAT that applies to you may differ with your country of residence and your tax status — a business customer with a valid EU VAT number, for example, is invoiced under the reverse charge — so the VAT line is confirmed on your invoice; the fee itself is always 20% of the compensation actually obtained.

If you change your mind, cancelling is free within 24 hours of submitting. After that, withdrawing before the compensation is recovered costs 5% of the compensation claimed plus 21% VAT (6.05% in total — €15.13 on this claim), to cover opening the claim with the airline and closing it again.
