De beperking in de tijd van de werkloosheidsuitkeringen leidt vanaf 2026 tot een aanzienlijke uitstroom uit de werkloosheidsverzekering. Voor een deel van de betrokkenen kan via administratieve gegevens worden vastgesteld welke socio-economische positie zij nadien innemen: werk, een andere socialezekerheidsuitkering, ziekte/invaliditeit, sociale bijstand via het OCMW of een tegemoetkoming voor personen met een handicap. Voor een andere groep ontbreekt evenwel een duidelijk zicht op de situatie na het einde van het recht. Zij verdwijnen uit de gebruikelijke administratieve monitoring. Het ontbreken van een zichtbaar administratief traject betekent niet noodzakelijk dat deze personen zonder bestaansmiddelen zijn. Mogelijke verklaringen zijn onder meer eigen of huishoudelijk arbeidsinkomen, vermogen of spaargeld, opleiding of begeleiding, vertrek naar het buitenland, een geweigerde OCMW-aanvraag, non-take-up of inkomsten/activiteiten die niet via de beschikbare bronnen kunnen worden vast
