La Ville de Villeurbanne a initié depuis 2020 de nombreuses évolutions de ses politiques publiques, notamment sur le stationnement payant. Ainsi, la Ville a fait le choix depuis 2023 de confier la gestion de son parc de stationnement payant à un acteur unique pour accompagner l'extension de son périmètre et la modernisation de ses modalités organisationnelles associées : nouvelles tarifications, évolution des zonages, contrôle LAPI etc. Le nouveau mandat politique 2026-2032 s'inscrit dans la continuité de la politique de mobilité initiée par la Ville en 2020 et prévoit d'étendre encore le périmètre de stationnement payant de 8 000 places en 2026 à 13 000 places d'ici fin 2031. Il ambitionne également de poursuivre l'évolution des modalités organisationnelles de cette politique avec des modifications tarifaires, des changements dans les classes d'ayants droits (nouvelles tarifications, évolutions des zonages résidentiels…) et le développement et la mise en oeuvre d'outils nouveaux.
