Frøya kommune har i dag ikke tilfredsstillende bassengfasiliteter for skoler, barnehager, helsetjeneste og innbyggere. Kommunen ønsker gjennom denne anskaffelsen å etablere et svømmeanlegg som dekker disse behovene over en periode på 50 år.Offentlig-privat samarbeid (OPS) er valgt som gjennomføringsmodell. Valget begrunnes med at kommunen ønsker å utnytte privat kompetanse innen prosjektering, bygging og langsiktig drift, overføre teknisk og finansiell risiko til leverandøren, og frigjøre kommunal kapital til andre prioriterte investeringer. Leverandøren kompenseres gjennom en fast, indeksregulert årlig leie i hele kontraktsperioden på 50 år.
