De onderhavige opdracht betreft een studie naar de ecologische waarde van windparken op zee. Hierbij moeten volgende fases doorlopen worden: • Inzicht verkrijgen in wat er bekend is omtrent de ecologische waarde van windparken in de Noordzee: door kennis vanuit verschillende landen bij elkaar te brengen een overzicht krijgen op wat gekend is, wat nog niet geweten is, maar met onderzoek te weten kunnen komen, en wat nog onzeker zal blijven. • Inzicht verkrijgen in de manieren waarop de ecologische waarde van windparken (‘aangepaste natuur’) in de Noordzee wordt beoordeeld door expert-stakeholders en hoe verschillende perspectieven doorwerken in beleidskeuzes voor locatie, aanleg, beheer, repowering en ontmanteling van windparken. • Gezamenlijke aanbevelingen ontwikkelen voor duurzame (beleids)maatregelen en besluitvormingsinstrumenten, die kunnen helpen bij een positieve bijdrage van windparken om de milieutoestand van de Noordzee te borgen, op korte en lange termijn, rekening houdend m
