Förändringsallianser som arbetar både med att bygga gemensam kapacitet för systeminnovation, och med att återanvända, vidareutveckla och sprida lösningar som bidrar till en bestående systemförflyttning. Projektgruppen ska bestå av minst fem organisationer från offentlig sektor, civilsamhälle, näringsliv eller akademi, varav minst tre är från offentlig sektor. Koordinerande part ska vara kommun, kommunförbund, region eller statlig myndighet. Projekt i den här utlysningen kan söka maximalt 10 000 000 kronor i bidrag med upp till 60 procents stödnivå. Projekttiden är maximalt 36 månader.
