Deze overheidsopdracht van het Vlaams Energie- en Klimaatagentschap (VEKA) betreft ondersteuning tijdens de regelgevende en operationele uitwerking van het Vlaams energie- en klimaatbeleid m.b.t. aspecten die gespecialiseerde kennis vereisen van de Europese fiscale wetgeving inzake energieproducten, met name de Richtlijn (EU) 2003/96/EG (Energy Taxation Directive, ETD) en de Europese accijnswetgeving, met name de Richtlijn (EU) 2020/262 (Excise Directive, ED), alsook en in het bijzonder de Belgische federale accijnswetgeving, in het bijzonder de Programmawet van 27 december 2004 en het KB van 28 juni 2015. Daarnaast omvat de opdracht ook ondersteuning inzake aanverwante Europese en federale regelgeving die relevant is voor de afbakening van brandstoffen, leveranciers, eindgebruik en gereglementeerde entiteiten, waaronder het Uniedouanewetboek en de gecombineerde nomenclatuur (GN). De ondersteuning heeft betrekking op twee taken, namelijk de implementatie van het Europese emissiehandels
