Die Losaufteilung ist erforderlich, um die unterschiedlichen Gewerke zu separieren, für die erfahrungsgemäß stark voneinander abweichende Rabattsätze gewährt werden. Mit der Ausschreibung wird pro Los ein Rabattsatz erfragt (Los-Rabatt). Der Bieter mit erfüllten Ausschlusskriterien sowie dem höchsten Rabatt (niedrigstem Preis) erhält den Zuschlag für das jeweilige Los. Dazu wird ein Rabattsatz für die Lose 1 - 4 erfragt (Gruppenrabatt). Es besteht die Möglichkeit, dass die Bieter über den Gruppenrabatt den Zuschlag für die Lose 1 - 4 erhalten. Ein Gruppenrabatt wird nur dann berücksichtigt, wenn das Angebot in jedem einzelnen Los der Loskombination das wirtschaftlichste ist.
