Naročnik bo v vsakem od sklopov sklenil okvirni sporazum z največ tremi gospodarskimi subjekti, na podlagi v nadaljevanju navedenih meril. Pri tem bo praviloma kupoval blago, ki je predmet posameznega sklopa, pri prvem od gospodarskih subjektov, v kolikor pa ta ne bi imel zaloge, bo isti material kupil pri drugem, oziroma če tudi ta ne bo imel zaloge, pri tretjem gospodarskem subjektu, s katerim bo imel naročnik sklenjen okvirni sporazum.
