Sources and licences
An estimate of how many people were harmed making something is worth exactly what the data behind it is worth. This page is that data: who published it, on what terms, which release was used, and what has to be said about it.
HumanToll runs on openly licensed data and nothing else. Fifteen sources are registered — ten intended for ingestion, five considered and rejected with reasons. A source whose terms nobody has read and confirmed cannot be loaded: the loader refuses, rather than a reviewer remembering.
Two claims, two records
“These terms have been read” and “this dataset is under those terms” are different statements, and treating them as one is how a project ends up citing a licence nobody checked. A licence is reviewed once, centrally. A source is verified separately against the publisher’s own page, and the page that was read is recorded with the date and the person who read it.
The loader requires both before it writes a single row. And because programmatic access is paid for, every use of this data is a commercial use — so a source that forbids commercial reuse is not merely withheld from paying customers, it is not ingested at all.
Most of the intended feeds are still unverified. That is the honest state of the project today, and it is why there is not a single figure on this site.
The feeds this model is built on
Each one is here because it is openly licensed and independently checkable. “Ingested” names the session that brings it in; a feed that has not reached its session yet holds no data here.

Credit is a licence obligation, not a courtesy. Every release actually used is listed here with the wording its licence requires, composed from the release itself so it cannot drift from what was ingested. The same strings travel with every API response and every download.

Releases actually used
One row per immutable download. A release is never overwritten: when a publisher restates a year that is a NEW release, and the old one is kept and marked superseded so a figure published from it still points at the file that produced it.

Considered and not used
These would improve the model and are excluded on purpose. Each is a real file in the source tree carrying its licence, its cadence and its reason, so the decision stays visible instead of becoming an absence nobody remembers making.
| Source | What it would give | Why not |
|---|---|---|
| ACLED — Armed Conflict Location & Event Data | Would give near-real-time political violence with richer event typing, and an independent check on UCDP. | The free tier is non-commercial and this project has a paid API tier. A commercial licence would be needed. Kept as a stub because ACLED is the best available VALIDATION of UCDP, which is worth revisiting if the paid tier is ever dropped. |
| Eora26 / Eora full MRIO | Would give 190-country MRIO coverage and a longer time series than FIGARO. | Commercial use requires a paid licence. FIGARO plus EXIOBASE covers the same ground under terms this project can actually meet, so Eora is excluded rather than deferred. |
| UN Comtrade Premium | Would give bulk download and no rate limit — an operational convenience, not better data. | Subscription. The free tier answers the modelling question; the premium tier only answers it faster. |
| IHME Global Burden of Disease | Would give the best C3/C4 population attributable fractions, YLLs and DALYs that exist. | Free for NON-COMMERCIAL use only, and the paid API tier makes this project commercial. The most painful exclusion in the project — plan/03 §3, plan/17 R2. |
| UN Statistics Division classification registry | Would give ISIC Rev.4 and COICOP structures and the official ISIC Rev.3-to-Rev.4 correspondence, from the body that maintains them. | The registry states no licence of its own and links to the general UN Terms of Use, which permit "personal, non-commercial use, without any right to resell or redistribute them or to compile or create derivative works therefrom". A concordance is a derivative work. Checked 2026-09-09. |
The licences
What each set of terms permits. “Reviewed” means a person read the terms and recorded the page they read — on its own it clears no source.

What is missing, and why
A source that contributed nothing because its key was missing looks exactly like a source that had nothing to contribute — unless somebody writes the difference down. Every skipped source is recorded, and any figure that depended on it carries a lower confidence grade for it.
- acled — no plugin. The free tier is non-commercial and this project has a paid API tier. A commercial licence would be needed. Kept as a stub because ACLED is the best available VALIDATION of UCDP, which is worth revisiting if the paid tier is ever dropped.
- comtrade — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- comtrade — no concordance built yet. CPA -> COICOP, for consumer spending at S23. HS -> material exists; the household consumption end of the chain does not.
- comtrade_plus — no plugin. Subscription. The free tier answers the modelling question; the premium tier only answers it faster.
- eora — no plugin. Commercial use requires a paid licence. FIGARO plus EXIOBASE covers the same ground under terms this project can actually meet, so Eora is excluded rather than deferred.
- exiobase — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- exiobase — no concordance built yet. ISIC -> EXIOBASE products. Same dependency as FIGARO, and versioned: an EXIOBASE major version change invalidates the mapping (plan/05 §5).
- faostat — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- figaro — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- figaro — no concordance built yet. ISIC -> FIGARO industry codes. Needs the MRIO sector list, which arrives with the first FIGARO ingest at S16. Until then no harm can be propagated through FIGARO.
- ihme_gbd — no plugin. Free for NON-COMMERCIAL use only, and the paid API tier makes this project commercial. The most painful exclusion in the project — plan/03 §3, plan/17 R2.
- ilostat — a country code with no match in the spine. 5 ILOSTAT territories are absent from the World Bank country spine and their 326 non_fatal observations are NOT in the ledger: ANT, GLP, GUF, REU, TWN. Overseas departments would double count against their metropolitan state, and the spine is the World Bank list with a release id rather than a list this project edits.
- sipri — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- unsd — no plugin. The registry states no licence of its own and links to the general UN Terms of Use, which permit "personal, non-commercial use, without any right to resell or redistribute them or to compile or create derivative works therefrom". A concordance is a derivative work. Checked 2026-09-09.
- who_jmp — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- wmo_ncd — not switched on. not listed in HUMANTOLL_SOURCES_ENABLED — no data from this feed contributed to any run
- worldbank — no plugin. no sources/worldbank.py — nothing for the framework to run. The plugin is scheduled for S1. 1 release(s) already loaded outside the framework by db/seed/.
Citing this register
The register is part of the method, not an appendix to it. If you are checking a HumanToll figure, this page and the methodology together account for everything that went into it.

Questions
Why is there no data on this page yet?
Because the licence review comes before the download. The framework refuses to ingest a source whose terms nobody has read and confirmed against the publisher’s own page, and that review is deliberately slower than the code.
Why not just use the best available data?
For two of the four harm channels the best data — IHME’s Global Burden of Disease — is free for non-commercial use only, and this project charges for programmatic access. Using it anyway would be a licence breach discovered after publication and after citation. The substitute is genuinely worse, the methodology says so, and the confidence grades carry the cost.
The site is free. In what sense is this commercial use?
The pages and the numbers are free and will stay free. Programmatic and bulk access is not, and that alone makes every dataset here commercially used. Treating the free pages as a non-commercial exception would be a convenient reading of somebody else’s licence.
What happens when a publisher restates a year?
It becomes a new release with its own checksum, and the old one is marked superseded rather than overwritten. A figure published from the old release keeps pointing at the file that actually produced it.
Can I download the raw source data here?
No. HumanToll publishes derived results and sends you to the publisher for the raw data. Some sources permit redistribution and some do not; rather than maintaining two rules the project keeps one, and every source above is named, linked and dated so you can go and get it yourself.
